Tie in 2 pairs of white saddle hackles followed by flat silver tinsel to be wrapped forward towards eye. Flip the hook over in the vise and tie on a clump of white bucktail for the under wing. Tie on some red krystal flash for the beard. Put the hook right side up and tie in krystal flash as first part of wing. Add blue bucktail on top of the krystal flash to finish the wing. Put stick on eyes and coat head with epoxy or head cement.
