Tie in a hackle fiber tail the length of the hook shank.

Dub the body about 2/3 to 3/4 of the hook shank length. The less dubbing, the less it soaks up water. Or wrap the preferred stripped hackle stem or quill body.

Tie in hackle tip wings a little in front of body. Make the wings hook shank length.

Lightly pull the wings apart.

Tie in a hackle in front of the wings and wrap to the rear of the wings.

Make a couple of wraps then slowly wrap forward to the hook eye.

Tie off and clip excess.

Whip finish.
